I'm confused by your graph - is it a graph of standard deviation (as the title of the post indicates) or is a graph of test averages (as the title of your graph indicates). Also, having the x-axis have labels (how many tests did you look at) would be helpful.
Finally, you need to have some analysis of what that graph is telling you in terms of student learning.
